Management Team

McKean’s management team includes individuals with long service to Defense programs, and seasoned management experience. We have a history of identifying individuals who share our customer’s mission and make it their own. We are partners in the truest sense of the word.

Roberta Chagnot: Roberta has over 26 years of experience supporting Defense and Civilian customers, and plays a key role at McKean as Senior Vice President and Operations Manager of Technology and Engineering Solutions. She began her career as a logistic analyst for Navy HM&E programs. For the last 13 years, Roberta has held operational management and business development management positions in Advanced Technology Inc., PRC/Litton PRC, AERA, and EDO. Immediately prior to joining McKean, Roberta was a Senior Vice President with the Systems and Software Consortium, Inc. (SSCI). She has a B.S. in Oceanography.

John J. Muldoon: JJ is Senior Vice President and Operations Manager of Sustainment, Readiness & Requirements at McKean and has 30 years of engineering and operations analysis experience with the U.S. Navy. His previous assignments included Deputy Chief of Staff for Operations, Plan and Policy for the Surface Forces Atlantic and Commanding Officer for LST and MCM ships. JJ was also assigned to Undersea Warfare units, retiring from the Navy in 2000. He has a B.S. in Operations Analysis from the U.S. Naval Academy, an MBA in Financial Management from National University, and a M.S. in National Security & Strategic Studies from the U.S. Naval War College.

Kevin M. Lees: Kevin is Senior Vice President and Operations Manager Ship Systems and Technology Programs at McKean and has 34 years of engineering, information technology, and life cycle management for the U.S. Navy.  His previous assignments included serving as an Engineering Duty Officer, a Surface Warfare Officer, and retiring as a Commander in 1999.  Kevin also served in management leadership positions for several Defense Contracting firms including Alion Science and Technology and Anteon Corporation.  He has a B.S. in Mechanical Engineering from Purdue University, and a M.S. in Mechanical Engineering from Oregon State University.

Don Lehner: Don is Senior Vice President and Division Manager of the NSWC Crane & Metrology Readiness division. He started his Department of Defense (DoD) career in 1976 as an active duty sailor in U.S. Navy aviation. Since then, Don has spent has spent over 28 years supporting Defense programs and managing large, technically diverse, organizations. He has always maintained a technical focus on improvement of U.S. Navy calibration management processes. Prior to joining McKean, he was a long time employee of SAIC.

Jay Gruendl: Jay is a Director at McKean with over 21 years of contracts and finance experience at both large and small businesses. Jay has managed the contractual requirements of both small and large (>$250M) programs from Cost Volume management to contract and subcontract negotiation to final close out. Jay earned his MBA from The George Washington University and is a member of the National Contract Management Association (NCMA).

Barry Ramsey: Barry has 17 years of experience as a CPA, and serves as McKean’s Director of Finance. He spent time with Arthur Andersen, US Airways and SAIC. He has worked in accounting, tax and controller roles. Barry has a graduate degree in Accounting from Virginia Tech. 

Christine Pingelli: Christine is Vice President of Human Resources, focusing on the enhancement of employee capability and organizational effectiveness to build value and create competitive advantage for McKean.  She has more than twenty-five years of global human resources experience.  Most recently, Christine served as Vice President HR for Verispan, a technology services company providing market research and consulting to the pharmaceutical industry.  Prior to Verispan, Christine spent most of her HR career with Unisys Corporation.  Her last position there was as the Vice President HR for a global technology services business unit with significant federal government contracts. Christine holds a B.A. in psychology from Boston University and a M.A in industrial psychology from Fairleigh Dickinson University. 

Paul Perusse: Paul has been with McKean since September 2007 in the capacity of Director of IT. Like many on the McKean team, Paul has a long history supporting the Federal sector. His began with AMSEC in the late 1980’s. While there, Paul was responsible for network, IT applications management and Sarbanes Oxley compliance management. He was also key to development of knowledge management solutions such as resume databases, employee portal and intranet rollout. He supported installations/upgrades of various IT systems aboard U.S. Naval Ships, planning and executing the relocation of Naval shore command networks.
